First appointment in new Council structure confirmed

Mildura Rural City Council is pleased to confirm the appointment of the first new General Manager as part of the Organisational Sustainability Review announced in February this year.
Daryl Morgan has been awarded the key strategic role of General Manager Infrastructure & Assets, representing the first of four new General Manager positions under the new structure.
Chief Executive Officer Martin Hawson said the appointment was an important milestone in implementation of the new structure.
“Daryl has extensive Local Government experience, having joined us from the City of Mount Gambier in recent times undertaking major infrastructure projects,” Mr Hawson said.
“He has been acting in the role of General Manager Development under the current structure and has proved himself to be a valued and thoughtful leader. This was particularly evident during the recent flood crisis where he demonstrated his ability to manage a range of challenges during a highly stressful situation.
“I’m really excited to have this first key position locked away and am hoping to announce the successful candidates for the remaining General Manager roles in the next week or so,” Mr Hawson said.
Once all four General Managers are in place, Council will begin the next stage of the Organisational Sustainability Review implementation, which includes recruitment for any vacant Manager’s roles.
“Ultimately, our role is to provide the best possible services and value for money to the more than 55,200 residents who call our region home. The key to achieving this goal is to have a customer focused organisation, with strong leadership,” Mr Hawson said.
“These appointments will strengthen our organisation and help us to be more agile, more resilient, and more able to grow and support our community.”
The remaining three General Manager positions are still progressing through the recruitment process with announcements to occur as the positions are accepted.
Daryl Morgan
Daryl holds a degree in Civil Engineering, a Graduate Diploma in Local Government Engineering & Management and Graduate Certificates in Environmental and Water Engineering. He is a Chartered Professional Engineer and a Member of the Institute of Engineers.
Daryl grew up in Red Cliffs and started his career with the Swan Hill Water Board and City Council in 1993 before moving to Mount Gambier City Council in 1995 as the Manager of Engineering, Design and Contracts where he work for more than 24 years.
Daryl made the move back to his hometown of Red Cliffs to take on the role of Manager Works & Engineering with Mildura Rural City Council and he has been acting in the role of General Manager Development since 2022.
As a senior manager with over 30 years Local Government experience specialising in the areas of civil construction and design, contract management, waste management, traffic management and drainage, Daryl has worked on numerous projects involving landfill capping and construction, seven storey hospital demolition, railway lands remediation and development as well as various road and drainage construction works.
Outside of work, Daryl enjoys playing golf, camping, fishing, and spending time with family and friends.
Daryl will commence in the role as General Manager Infrastructure and Assets on 3 July 2023.
